Council of Merchants

Nazivonema's Council of Merchants is the closest thing the independent city has to a ruling body. While Messoch, the city's mayor, is the titular leader of the town, the Council are the not-so-secret power behind the throne, as it were.

Led by Neligon, a dealer in rare books and other art work, the Council comprises thirteen of the most prominent business leaders in the city. Representatives from other organizations within the city, such as the Investigators' Guild and Thieves' Guild, are considered auxiliary members and often exert influence on the Council's decisions.
