The Witches of the Sand were a coven of practitioners of sand magic who disappeared centuries ago. Once, long before Hamed founded the city, they ruled the land around the present-day city of Agrabah from an underground complex. Recently, there have been signs that the cult has reappeared, and that its members seek to regain what was once theirs.
