Cheb is an ugly wereshark brute who is reputed to be the true head of and power behind the recently formed Thieves' Guild of Gascar. He is content to let Rico Tortugo be the face of the guild and manipulate things from behind the scenes. Woe betide any who speak of this arrangement openly, however.
