Tower of Storms

The Tower of Storms is a structure of mysterious origins and purpose. This ancient tower literally projects out of the wall of energy that marks the absolute border between the Quasielemental Plane of Lightning and the Positive Energy Plane. The glistening, electric blue structure -- which is composed of an unknown element -- offers no egress within. The natives of the quasiplane, particularly the mephits, have no doubt that someone or something dwells within the tower.
