Joseph Tuttle was a Human commoner from the city of Imor. A member of the Black Scorpions gang, he was killed by several members of a rival gang, the River Bottom Boys. They set up the crime to make it look as if it had been committed by Tripper Leebow, who had stumbled across the dying Tuttle in an alley.
