Baxter is a Human transmuter who is second in command of the Carrolwood Project currently under development south of Gascar. He has been with Yensid (organization) since leaving Jar-Kahn where he caught the attention of his professors and thus was apprenticed to Eisner and the two have become a solid team, using their talents to further the aims of the organization for the past twenty years.
