Jahm Bah'laeia

Jahm Bah'laeia is a city in eastern Tyllan, near the border of Quirkistan in the Cardillic Desert. They are considered the preeminent naval power in the area and are closely allied with the city of Behu. Their only defeat in recent times came at the hands of a fleet captained by Alwin Batross in service of their traditional enemy Tym Bukh'tu -- a defeat that has halted their expansion, at least for now.
