Samuel Hart is a private investigator who works in the city of Imor. He is only marginally a member of the Imorian Guild of Investigators, as he mostly takes jobs on his own. He does, however, employ a secretary, Tess Longbranch.
Hart is a personal friend of Judith Scarsdale, by whom he was hired to prove the innocence of Tripper Leebow. Among other connections in the city, he also may or may not have some ties to the Black Scorpions.
