The Thieves' Guild of Gascar is a relatively new organization in the area. It was firmly established with the migration of a large number of Halflings from the Medici Islands over the past decade or so and is rapidly gaining a strong reputation for its dealings in black market trade. The face of the guild is a Halfling, Rico Tortugo, who runs Fracas, an establishment on the northern edge of the city. However, there are persistent rumors that someone more sinister, known only as "Cheb", is working behind the scenes. Such talk is discouraged lest the speaker risk being silenced.
