Bilar is a human thief originally from Byngh. Several years ago, he was recruited to become a member of The Organization in Semmarch. After Talen started looking into their affairs, Bilar was assigned by them to trail him on his adventures. Afterwards, he wound up turning against The Organization and going into hiding, working with the Semmarch Resistance.
