Jerilcha Fortenth

Jerilcha Fortenth is the matriarch of The Fortenth, one of the Nine Families that rule the island of Transha. She is also the commander of the White Army garrison stationed on the island -- a garrison that she has personally ensured is always manned by local residents. Jerilcha is an adroit politician as well as an accomplished soldier, allowing her to succeed in this where others have failed.

The Fortenth controls a large swath of land on the north side of the island, a prime target for an invading fleet, which has led many to assume that Jerilcha holds the position of commander more by luck of the draw than anything else. However, she is quick to disabuse of that notion anyone who even suggests such a thing.
