Rocan dahar Plaez is the Emir of Cardimer, a city on the shores of the Golden Ocean. For twenty years, he has struck a delicate balance between keeping satisfied the two regions that claim the city, Cardyl to the north and Upanistan to the south. The two rulers, Caliph Kapoc of Upanistan and Sultan Bedou dan Yuwar of Agropthos, both believe that Emir Rocan supports their claim, but in truth he wishes to make the city independent of both. For years, the wealth that comes through Cardimer in the form of trade has allowed him some leeway in paying tribute to both sides, but a recent outbreak of piracy in the region has threatened this precarious position.
